Prof. Jasper Watson Ogwal Okeng has been reappointed as the Vice Chancellor of Lira University for a new five-year term, effective November 1, 2024.

The announcement, formalized by University Chancellor Hon. Justice Dr. Benjamin Joses Odoki, recognizes Prof. Ogwal’s substantial contributions to Lira University, where he previously served as its first Principal when it operated as a constituent college of Gulu University and as its inaugural Vice Chancellor upon attaining public university status. Prof. Ogwal will now continue his leadership until 2029.
At the official swearing-in ceremony held at the Intern Doctors’ Hostel, Senior Advocate and Commissioner of Oath Shamin Amolo presided over the proceedings.
The event was attended by members of the University Appointments Board, celebrating Prof. Ogwal’s return to the position he first held in November 2019.
During his initial term, Prof. Ogwal played an instrumental role in advancing the university’s academic and infrastructural framework, positioning it as a significant institution within Uganda’s public university system.
In his acceptance speech, Prof. Ogwal pledged to further the university’s mission of academic excellence, innovation, and service to the region. He emphasized his dedication to fostering educational growth and sustainable development, building upon the foundation he helped establish over the past five years.
With his reappointment, Prof. Ogwal aims to lead the university into a new phase of expansion and inclusivity, enhancing programs that respond to regional and national educational needs.
