In a symbolic transition of power, Superintendent of police Joseph Bakaleke bid farewell to his role as the District Police Commander (DPC) of Lira Central Police station (Lira City) on Monday, December 11th, 2023. The seasoned law enforcement officer officially handed over the reins to the incoming DPC, Superintendent Abel Ruganza, who was previously stationed in Kabale District.
During his farewell address, SP Joseph Bakaleke expressed gratitude for the unwavering support and collaboration he received from the police officers, stakeholders, and the general public during his tenure in Lira City. He emphasized the importance of passion within the police force and acknowledged the hospitality shown by the community, making their work more manageable.
Highlighting a pressing concern, Bakaleke brought attention to the notorious street gangs known as “OWUWUK,” identifying them as a significant source of insecurity within the city. He urged the public to extend the same cooperation and support to the incoming DPC, SP Abel Ruganza, who would now be at the forefront of addressing these security challenges.
Bakaleke commended SP Ruganza as a well-trained, listening, respectful, and humble commander, expressing confidence that Ruganza’s leadership would be a blessing to the people of Lira City. He applauded the Police Headquarters for making a judicious choice in appointing SP Abel Ruganza to lead the city’s police force.
In response, SP Abel Ruganza, in his inaugural speech, called for cooperation among all stakeholders, emphasizing the prevalent issue of “Street Kids” in many towns. He expressed confidence that, with the support of the community, this challenge could be effectively tackled. Ruganza reassured the public that he was ready to work collaboratively and attentively listen to their concerns.
The handover ceremony at the DPC’s office was attended by the North Kyoga Police spokesperson, who credited SP Bakaleke’s tenure with several success stories. Notably, he mentioned the collaborative efforts with the City West and East Division DPCs, resulting in significant achievements, including the apprehension of 60 individuals within the city in just two weeks through security operations.
Looking ahead, the North Kyoga Police spokesperson emphasized the commitment to ensuring peace and security in the region, especially with the approaching festive season. He called upon the public to cooperate with the security team and provide timely information to help eradicate the menace of street gangs and maintain public safety.
SP Bakaleke will take the same responsibility in Kabale District where SP Ruganza was previously assigned as the DPC.
