The Electoral Commission (EC) of Uganda has unveiled its comprehensive roadmap for the upcoming by-elections. The launch ceremony, held at Dokolo Technical School on February 12, 2024, served as an early release of plans to allow sufficient time for political parties and stakeholders to prepare for a smooth, free, and fair electoral process.
The by-election in focus is for the Dokolo women member of Parliament, a seat left vacant following the untimely demise of Cecilia Barbara Atim Ogwal on January 18, who was laid to rest on January 27 in Kole district.
Justice Byabakama Mugenyi Simon, the chairperson of the Electoral Commission, disclosed that the campaign period is slated for March 13th to March 19th, immediately following the nomination of candidates scheduled for March 11-12, 2024. The actual by-election for the Dokolo women member of Parliament is set to take place on March 21, 2024, with the campaign period limited to one week.
According to Byabakama, the EC received notification of the vacant position on January 24. However, due to being out of the office, the statutory deadline for holding the by-election is March 24, 2024.
The electoral roadmap also outlines additional positions to be filled in Dokolo district, including the Sub county councilor for Adagmon parish, Sub county councilor male for Bata sub county, Sub county councilor male youth for Bata town council, Sub county councilor woman for Agoga Parish in Kwera, Sub county councilor for Apyen-nyang parish, and Sub county councilor for the older person in Kwera.
The EC has issued a warning against candidates holding rallies on public roads, emphasizing adherence to rules and regulations during the by-election. The commission urges political parties to ensure their voters observe these guidelines.
Apart from the campaigning schedule, the electoral process involves updating the voter register, which commenced on February 12 and will conclude on February 15. The names of registered voters will be displayed from February 21 to March 1.
