President Yoweri Museveni has returned the National Commission for UNESCO (Amendment) Bill, 2024, and the Higher Education Students Financing (Amendment) Bill, 2024, to Parliament for reconsideration.
In a letter read by Deputy Speaker Thomas Tayebwa on July 23, 2024, Museveni highlighted concerns regarding the establishment of a department instead of a unit in the National Commission for UNESCO Bill, which he said contradicts public service practices.
He noted that the bill’s Section (4) suggests re-establishing the commission as a department in the Ministry of Education without corporate status, creating potential legal confusion.
Museveni also pointed out inconsistencies in the bill’s terminology, suggesting the need for reconciliation to avoid misrepresentation. Regarding the Higher Education Students Financing (Amendment) Act, 2024, Museveni called for reconsideration of the title, noting a discrepancy with the title under Section 5 of the Higher Education Standards (Amendment) Act.
Tayebwa referred the bills to the Committee on Education and Sports for further review.
