Health Minister Dr. Jane Ruth Aceng has announced a temporary suspension of the distribution of over three thousand assistive devices intended for persons with disabilities (PWDs) in Lira. The decision comes in response to concerns about irregularities and fears that the devices might not reach the intended beneficiaries.
Dr. Aceng expressed her reservations about the distribution method, citing previous instances where some PWDs missed out on receiving the essential devices, while others were allegedly asked to pay sums of money. In light of these issues, she has directed that a more transparent approach be adopted.
To address the situation, Dr. Aceng instructed local authorities in Lira to identify the rightful beneficiaries of the assistive devices. The list of beneficiaries will be generated through this process, ensuring that the devices reach those who need them the most. Health Minister further emphasized the importance of conducting the handover in a public space, promoting transparency in the distribution process.
A total of 3,707 assistive devices, including clutches, white canes, tripods, walking frames, toilet and shower chairs, along with their spare parts, were donated by USAID-ReLAB-HS to Lira District and Lira City. These devices are aimed at extending rehabilitation services to the last mile and improving the quality of life for PWDs in the region.
According to a rapid assistive technology assessment conducted by ReLAB-HS, there is a significant demand for assistive technology in Uganda, with 25.5% of the population in need. However, the unmet need stands at 21%, indicating that over 12 million people require assistive technology to participate in various aspects of life, including economic activities, irrespective of their level of disability.
The temporary suspension of the distribution aims to address the concerns and challenges in reaching the right beneficiaries and ensuring that the assistive devices reach those who can benefit from them most effectively. The distribution is expected to resume after the identification process and in accordance with the Health Minister’s directives.
