The Office of the Resident City Commissioner Lira City has launched the second edition of The Commissioner’s Journal, a monthly publication dedicated to showcase the achievements of the Government.

Being the second edition, it focuses on the progress of the Parish Development Model (PDM), a program designed to uplift Ugandan households from poverty. Resident City Commissioner, Lawrence Egole, assistant RCCs, and the City Internal Security Officer (CISO) highlighted the success stories, accountability, and lessons learned through the implementation of PDM in the region.

Speaking during the launch, RCC Egole noted that over UGX 10.5 billion has been disbursed to Lira City from the 2021 financial year to 2023/24. This funding has directly benefited over 10,581 residents, enabling them to establish small businesses and improve their livelihoods.
Beneficiaries received UGX 1 million each to kick start income-generating projects, significantly advancing their financial independence.
The Role of The Commissioner’s Journal
The Commissioner’s Journal is an integral part of the RCC office’s efforts to enhance transparency and accountability in government service delivery. The December edition, themed around the PDM, shares compelling success stories of beneficiaries and outlines how government programs have impacted the lives of ordinary citizens.
“This journal bridges the gap between government programs and the people. It offers transparency, accountability, and inspiration,” said RCC Goli Lawrence. “PDM is a national program, and through this journal, we aim to extend its message beyond Lira City to reach a larger audience online.”
The journal also sheds light on other transformative programs, including MIYOGA and Youth Livelihood, illustrating their role in fostering sustainable economic growth.
RCC Egole urged citizens to reject dependency on politically motivated handouts and instead embrace government initiatives designed for long-term economic transformation.
“PDM is different from exploitative loans that burden individuals with high-interest rates. It is a sustainable initiative aimed at uplifting communities and revolving funds for broader benefits,” he explained.
Local leaders were also encouraged to actively support government programs to drive economic growth and eliminate poverty in the Lango sub-region.

The Commissioner’s Journal will be published on the first Wednesday of every month. This commitment underscores the RCC office’s dedication to providing timely updates and holding government programs accountable.
The second edition is currently being distributed to media houses and made available online to ensure widespread access. It will continue to grow in scope and reach, empowering more communities with knowledge and inspiration.
